It is an anti-fascist symbol. It was originally invented by the Social Democratic Party of Germany in the 1930s, with the three arrows meaning “anti-fascism, anti-communism (meaning, in their context, Stalinism), anti-monarchism.” It was then picked up by anti-fascists in the 1970s and has been used as a general anti-fascist symbol ever since.
